Speaker “States with the Best Cannabis Investment Opportunities”
A State by State comparison of pending cannabis legislation and which of those markets will be attractive to investment capital will be discussed. This would be a legal landscape discussion focusing on the seven states that are expected to move to a recreational model by 2016 (CA, AZ, NV, RI, VT, ME and MA) the five states that are in the process of opening medical dispensaries in 2015 and 2016 (IL, NV, HI, NY and MD) and the three swing states that will be developing robust medical markets after the 2016 election (OH, FL and PA). The overview on each state would include color on why the state is either attractive to investment capital or not when considering variables such as projected patient count, enumerated ailments, non-profit v. for profit, residency requirements, existing black market, regulated monopoly v. free market and NIMBYism.

States that allow marijuana have been forced to individually devise their own regulations governing cannabis production, processing and quality assurance testing because marijuana is not a federally recognized useable commodity, food or drug. There is momentum advocating for cannabis industry standards. Standards not only ensure product credibility and verify new markets, they fuel development and implementation of new industries that influence the way we live and communicate; where all products are broadly tested for quality assurance; where assay protocols are validated; where the concepts behind FIFRA and the establishment of pesticide residue tolerances are determined a priori and the Food Safety and Modernization Act (FSMA) are applied and employee and environmental protection matter and the centralization of key testing facilities are enabled to reduce cost through the pursuit of future interstate transport. This panel discussion has been designed to form the argument for standardized, uniform testing for both recreational and medical cannabis products.
